Third person admits role in Navy contracting kickback scandal

Patrick B. Nagle, longtime director of contracts at Advanced Solutions for Tomorrow, the now-defunct contractor at the center of the Aquidneck Island kickback scheme, has agreed to plead guilty to conspiracy to commit bribery, according to papers filed in U.S. District Court, Providence.

In the papers, Nagle, 50, of Marietta, Ga., admits that, for about 12 years beginning in 1999, he conspired with the company’s owner and others to loot contracts to make payoffs to a powerful civilian employee of the Navy — veteran program manager Ralph M. Mariano. Mariano has pleaded not guilty to bribery charges
